The city had intended to build a temporary shelter in this parking lot at Vermont Avenue and 7th Street, which is owned by the city. It was supposed to house 100 homeless people and be open a maximum of three years.

The shelter was supposed to have security personnel and staff on call 24 hours a day for providing medical and counseling services to the homeless.

Unfortunately, non-local Koreans interfered with the process and pressured authorities to cancel this project. The result is that unhoused people can now be encountered on practically every sidewalk in Koreatown.
